About the Office of the Vice President and Chief Financial Officer

The Office of the Vice President and its constituent units—Financial Management Services, Management Advisory Services, Office of the Treasurer, and the University Budget Office—provide oversight and administration for the university’s financial dealings statewide and nationally. In addition, the office administers the IU Bloomington campus financial operations.

“Our goal is to expertly execute core business activities every day, while creating financial plans and policies that support IU’s objectives,” says Neil Theobald, IU vice president and chief financial officer. “As a public university, we have a special obligation to the citizens of Indiana, government and private funding agencies, and our generous donors to be open and transparent in our financial dealings.”

The office assists the president in developing and administering IU’s $2.4 billion annual budget. In addition, the office oversees more than $4.3 billion in university assets, is responsible for investments of approximately $1.3 billion and manages more than $800 million in debt.

Indiana University is a national leader in higher education financial management, setting standards and developing tools that benefit the field, as well as IU.
