The HR Services division of VPCPF has a vision to provide education, knowledge and training on all aspects of human resources, payroll, safety and training compliance. We fulfill this vision by administering and effectively communicating sound policies, rules and practices that treat employees with dignity, fairness and respect. We believe in strong customer service that is efficient and friendly. We support the goals and mission of Capital Planning & Facilities while delivering a high level of credible and reliable customer service.


While an employee’s direct supervisor or management chain should be the first/primary point of contact for questions that an employee might have related to their work at VPCPF, the HR Services team is available to offer further assistance and expertise on topic specific matters, or to assist with confidential issues that are more appropriately handled by a non-supervisory contact.


Human Resources

  • Compliance with University policy and procedures, federal and state regulations, and departmental guidelines/practices/procedures
  • Recruiting, Talent Acquisition and Onboarding
  • Leaves of Absence, including Family and Medical Leave Act (FMLA)
  • Workplace Accommodations, including Americans with Disabilities Act (ADA)
  • Workplace Conflict, Corrective Action and Grievance procedures
  • Position Descriptions, Compensation/Classification processes
  • Performance Management
  • Organizational Development and Leadership training


  • Payroll processing and reporting
  • TIME & ePTO system administration and training
  • Travel processing and reporting
  • Worker's Compensation administration
  • FMS and HR policy compliance

Safety & Compliance

  • Compliance with Federal, state and health safety regulations, departmental practices and university policy
  • Occupational Health & Safety Programming: Lock-out/Tag-out, Arc Flash, Lifts, Blood Borne Pathogens, First Aid/CPR, Hearing Protection, Ergonomics, Respiratory Protection, Hazard Communication, PPE Assessments, Confined Space, Injury Prevention and Investigation, etc.
  • Performs Job Hazard Analysis (JHA) and works with IU Environmental Health & Safety
  • Data Analysis and Metrics
  • Participate on Facility Operations Safety Culture Committee, IU/AFSCME Joint Safety Committee

Training & Apprenticeships

  • Facility Operations Training coordination and record-keeping
  • Training & Licensure Compliance with federal, state and health safety regulations, departmental practices and university policy;
  • Joint partner with IU Human Resources and AFSCME for Basic Computing Skills training
  • Administration of Indiana University Apprenticeship Program (IUAP) through Joint Apprenticeship Committee that includes management, AFSCME Local 832 representatives and the Office of Apprenticeship (OA), U.S. Department of Labor (DOL);
