Although there was no question of the need to promote Good Neighbor activities in the U.S., the Office of the Coordinator of Inter-American Affairs (CIAA) was slow to establish the agency’s “U.S. Program,” which was finally announced by Wallace K. Harrison in a February 4, 1942 memo to the CIAA Executive Staff.
