What if the Indian foreign national becomes a citizen of the U.K. but retains his or her Indian citizenship, as well? This is the situation of people who have dual-citizenship.

As a general principle, the last citizenship obtained governs. As is clear in response to the question about changes in nationality, the individual's most recent citizenship is with the U.K. and releases of technology would be viewed as releases to the U.K.
